Actually, in 2015 many changes took place in ICC and these changes happened in its working style. During this time the power of ACC was reduced, although the responsibility of hosting the Asia Cup was still kept with ACC.
When changes were made in ICC, it was decided that the format of Asia Cup will now be rotational. In the guidelines that were issued, it was decided that once this format is in ODI format, then the next time it will be played in T20 format and this decision will be taken on the basis of ICC event to be held after Asia Cup.
Why did the Asia Cup shift from ODI to T20?: That is, if there is an ODI World Cup a few months after the Asia Cup or next year, then this tournament will be of 50 overs. Whereas if there is a T20 World Cup, then the Asia Cup will also be played in this format. This decision was taken so that the Asian teams get a big platform to prepare for the World Cup. This is why the Asia Cup was held in T20 format for the first time in 2016 because the T20 World Cup was to be held in India after a few months.
