UGC Regulation 2026 Kya Hai?: India me higher education ke environment ko zyada inclusive aur safe banane ke liye University Grants Commission (UGC) ne saal 2026 me nayi guidelines jaari ki hain. Ye regulation mukhya roop se campuses me hone wale caste-based aur dusre discrimination (bhedbhav) ko jad se khatam karne ke liye banaya gaya hai.

Pichle kuch saalon me desh ke bade institutes (jaise IITs aur Central Universities) se bhedbhav aur students dwara suicide ke dukhad mamle samne aaye the. Purane rules (2012 regulation) sirf SC aur ST students par focus karte thhe, lekin naye rules ka scope kafi badha diya gaya hai.

- OBC category ko protection: Pehli baar, in rules me Other Backward Classes (OBC) ke students aur staff ko bhi protection ke dayre me laya gaya hai.
- Equity Committee: Har university aur college me ek 'Equity Committee' banana compulsory hai. Isme SC, ST, OBC aur minority communities ke members shamil honge.
- Grievance Redressal Officer: Har institute ko ek special Nodal Officer appoint karna hoga, jo discrimination ki complaints ki sunwai karega.
- Sakt action (Strict Penalty): Agar koi college ya university in rules ko follow nahi karti, to UGC unki funding rok sakta hai ya unki recognition (manyata) radd karne ki recommendation kar sakta hai.

Maante hain ki ek university me PhD admissions chal rahe hain.
Scenario: Ek student, jo OBC community se aata hai, interview me bahut achha perform karta hai. Lekin selection committee ka ek member uske surname ya caste ke basis par usse kam marks deta hai ya koi offensive comment karta hai.
Purane rules me: Student ke paas complaint ke clear options kam thhe aur OBC category ke liye rules itne sakt nahi thhe.
UGC 2026 Regulation ke under:
- Student turant online portal ya Nodal Officer ke paas shikayat (complaint) darj kar sakta hai.
- 'Equity Committee' ko ek fixed time (jaise 15-30 days) ke andar investigation poori karni hogi.
- Agar allegations sahi paye jaate hain, to guilty professor par disciplinary action hoga aur university ko iski report UGC ko bhejni hogi.
Institutions ke liye nayi responsibilities
- Bridge Course: Un students ke liye special classes chalana jo language ya social background ki wajah se peeche chhoot rahe hain.
- Counseling Cell: Students ke mental health aur social support ke liye professional counselors rakhna.
- Awareness Campaign: Campus me posters, seminars aur workshops ke zariye equality ka message dena.
