According to the legend, once King Bali performed the Ashwamedha Yagna. Then Lord Vishnu took the form of Vaman and asked for a donation of three steps of land. King Bali agreed. The Lord assumed a huge form and measured the entire earth in three steps and gave the netherworld to Bali.
Vishnu and Mata Lakshmi: King Bali asked for a boon from Lord Vishnu that he should always be in front of him. Lord Vishnu kept his word and decided to stay with King Bali in Patal Lok. When Mata Lakshmi came to know about this, she got worried and consulted Narad Muni.
Beginner of Rakhi: On the advice of Narad ji, Mata Lakshmi went to King Bali in disguise and made him her brother by tying a Rakhi. In return, she asked for Lord Vishnu back. King Bali kept his word and let Vishnu ji go with Mata Lakshmi. Since then, this tradition of Rakshabandhan has been going on that the sister ties a Rakhi and takes a promise of protection from her brother.
