New education law implemented in Delhi: The Delhi School Education (Transparency in Fee Fixation and Regulation) Act, 2025 has been approved, Lieutenant Governor VK Saxena has given his approval to it. After which the government has notified it. This law has come into force in Delhi from today.

This bill was passed in the Delhi Assembly on August 8. This law has established a robust, transparent and participatory fee regulation system in schools. This bill makes it mandatory to have school-level fee control committees representing parents, teachers, managers and the government.

Now prior permission is required for any kind of fee hike. This bill will provide multi-level grievance redressal and prohibit punitive action against students for disputed fees. The approved fixed fees will remain unchanged for three years, which will reduce the impact of financial burden on parents.

7 Key Points of Delhi's New School Fee Law

1. Arbitrary fees will not be allowed: Now no school will be able to charge more than the fixed fees

2. Fee committee in every school: It will include management, teachers, parents, women and people from the underprivileged class, so that everyone participates in deciding the fees

3. Grievance redressal committee in the district: The committee headed by senior education officials will resolve complaints and disputes related to fees immediately

4. High-level review committee: will examine appeals on district level decisions, so that there is no bias.

5. Complete information on fees is public: The details of the approved fees will be displayed openly on the notice board, website and in Hindi, English and school language

6. Stability in fees for three years: Fees once fixed will remain the same for three academic years, there will be no repeated increase

7. Strict penalty for violation - Heavy financial penalty will be imposed on schools charging high or illegal fees

Rekha Gupta, Chief Minister of Delhi said: This law will now curb the commercialization of education and will ensure transparency, accountability and fairness in the fee structure of schools. Previous governments never took this matter seriously, due to which parents had to face continuous problems.

The previous government spread the lie of its education model but neither did it correct the fee system nor did it make efforts to improve the level of education. The result was that during the tenure of the previous government, parents and students had to face continuous and serious challenges in fees and other matters, schools increased fees heavily without any reason, some schools even increased fees by 30-45 percent without any fear.

  • Parents get a strong role in school fee determination.
