How are Rajya Sabha elections held and who votes?: Elections are being held for two Rajya Sabha seats in Haryana. Both seats are currently held by BJP members. Based on the number of MLAs in the 90-member assembly, one seat will go to the BJP and one to the Congress.
Rajya Sabha elections will be held in Haryana on March 16. As soon as the election date was announced, the activity of ticket aspirants has increased.
Note that Rajya Sabha elections are quite different from Lok Sabha elections. The Rajya Sabha is called the Upper House, while the Lok Sabha is called the Lower House. Representatives are elected to the Rajya Sabha for six-year terms, while representatives are elected to the Lok Sabha for five-year terms.
This is how the winning formula is determined:
MLAs participate in the Rajya Sabha elections. There is a voting formula for Rajya Sabha elections. The number of vacant Rajya Sabha seats in the state is added to 1. Then, this is divided by the total number of Assembly seats. The resulting number is then added to 1.
Voting is to be held for two Rajya Sabha seats in Haryana. Adding 1 to this number gives 3. The number of Assembly seats in Haryana is 90. Dividing this by 3 gives 30. Adding 1 to this gives 31. This means that 31 MLA votes are required to win one Rajya Sabha seat.
Thus, the BJP, with its 51 MLAs, and the Congress, with its 37 MLAs, will win one seat each. For Rajya Sabha elections, not all MLAs vote for all candidates. An MLA can vote only once. They must indicate their first choice.
No whip will be issued for the Rajya Sabha elections-
Like previous elections, the Rajya Sabha elections will be conducted through ballot papers. All 90 MLAs will have the right to vote. Following the announcement of the schedule, the Election Commission has directed that only sketch pens (pre-determined by the Commission) will be used during the elections.
No other pens will be valid. A whip cannot be issued for the Rajya Sabha elections. This leaves room for cross-voting and political manipulation. In addition to the two seats in Haryana, elections will also be held for one seat in Himachal Pradesh.
Elections will be held for seven seats in Maharashtra, four in Odisha, six in Tamil Nadu, five in West Bengal, three in Assam, five in Bihar, and two in Chhattisgarh.
